What is the Oswego County Restaurant Recovery Program?

The Oswego County Restaurant Recovery Program is a voucher exchange program to help local Oswego County restaurants recover from financial losses suffered during the COVID-19 pandemic. 

Who can participate?

Local independently-owned restaurants that are open to the public are eligible to participate. The program is not available to large national chain establishments. 

When does the program start?

Local restaurants can register to participate by completing a form on the oswegocountyrr.com website. Restaurants may register between July 7 and July 16.

Vouchers will become available to the public at 1 p.m. on Friday, July 23, 2021.

How does it work?

The Oswego County Treasurer’s Office is coordinating the registration process.

Restaurants who have technical difficulties entering their info on the website should contact David.Owens@oswegocounty.com, or call David at 315-349-8226.

A list of participating restaurants will be posted on the oswegocountyrr.com website after the restaurant registration period has closed.

Vouchers worth a total value of $250,000 will be available on the website. Beginning at 1 p.m. on Friday, July 23, customers will be able to download vouchers in the amounts of $25, $50 and $100 from the website. 

Customers may download a maximum of $250 vouchers per person.

The customer brings the voucher to a participating restaurant and pays the face value of the voucher to the restaurant.  The restaurant will issue a gift card that is worth twice as much as the voucher, allowing the customer to double their money for dining out. 

Customers must redeem their vouchers at participating restaurants by Aug. 6. 

Gift cards are valid for three years. Customers must wait a minimum of 24 hours before using them. 

Where does the money for this program come from?

The Oswego County Legislature has set aside $250,000 from the American Rescue Plan relief funding for the program. The program has the potential to generate a half a million dollars in business for Oswego County restaurants.

How do restaurants get reimbursed?

The Oswego County Treasurer’s Office will reimburse restaurant owners for the matching portion of the gift card value. 

A receipt of sale of a gift card, along with a copy of voucher or the voucher number clearly written on the receipt, must be provided to the Treasurer’s Office for reimbursement.

Reimbursement submissions can be emailed to treasureraccounting@oswegocounty.com, or faxed to the Treasurer’s Office at 315-349-8255.

How long will it take for a restaurant to be reimbursed? 

After all required documentation has been submitted, restaurants will receive payment within 5-7 business days.
